Red light scenario

Near where I live, there are two sets of traffic lights on the same road within about 20 metres of each other. One set is new; installed to allow access to the underground car park of a shopping centre. The other set is at the intersection of a major road. Do you think the two sets of lights are coordinated? Of course they're not. So the lights leading on to the main road may be green, but there are no cars to take advantage of it - they're all stuck at the other lights, which are red. Madness.
