Obama's royal plural

I don't want to get political here, but can somebody please tell me what Senator Barack Obama is on about when he refers to himself as "we"? He does it all the time. In some contexts it could be taken to mean his campaign team, or maybe even the American people, but in most occasions he's obviously only talking about himself.
